　　当前我国人才总量不足，人才结构不合理，劳动力素质不高，严重影响了社会经济的发展。欧美日的科学技术在经济发展中的贡献率占70%以上，属技术密集型经济；而我国的经济发展主要依靠低廉的劳动力和资源的大量消耗，科学技术的贡献率不到40%，属劳动密集型经济。差距在劳动力素质和科学技术上。我国劳动力素质不高、科技落后，根源在教育的落后。我国就业人口中，人均受教育年限仅为8年左右，而发达国家在11-14年。我国高级技工仅占技术工人的3.5%，而发达国家占35%。因此，我国要把人口大国变为人才强国，必须靠发展教育，尤其要大力发展各种类型、各种层次的高等教育，尽快培养我国急需的高层次人才、高技能人才、复合型人才。
　　Insufficiency and irrational composition of trained personnel and poor quality of laborers are severely hindering China’s present economic development. The contribution of science and technology to economic development accounts for over 70% in Europe, the United States and Japan, whose economy is technology-intensive. However, China’s economic development mainly depends on cheap labor and high consumption of resources while the contribution from science and technology accounts for less than 40%, so China’s economy is labor-intensive.
　　The difference/gap lies in the quality of laborers and progress of science and technology. The root of the poor quality of laborers and the lagging behind of the development of science and technology in China lies in her backward education. The average schooling of China’s employed population is only 8 years or so while that in developed countries reaches 11-14 years. Senior mechanics account for only 3.5% in all technical workers in China while that in developed countries reaches as high as 35%. Therefore, to turn China from a nation of a large population into a nation of talents, it is necessary to develop education, especially vigorously develop higher education of various types and different levels so as to train in the shortest possible time personnel of high level who have advanced technical and versatile abilities urgently needed in China.
